Peru’s Ministry of Transport and Communications (MTC) and RedCLARA have signed a Memorandum of Understanding (MoU) to strengthen the digital ecosystem and encourage innovation in Latin America and the Caribbean. 

The MoU, initially spanning two years with automatic renewal provisions, is focused on advancing telecommunications and information and communication technologies (ICT).

The signing ceremony, held at the MTC headquarters, involved Carla Paola Sosa Vela, Vice Minister of Communications of Peru, and Luis Eliécer Cadenas, Executive Director of RedCLARA. Narcisa Vladulescu from the Delegation of the European Union in Peru also attented the signing as a witness.

Vice Minister of Communications of Peru stated in regards to the agreement, “We are convinced that meaningful connectivity is key to the country’s socio-economic development. Driving this requires coordinated efforts among multiple stakeholders; this agreement strengthens our commitment to academic and research networks, facilitating access to advanced digital infrastructure to enhance science, education, and innovation in Peru.”

The Bella II Project

A central focus of the MoU is facilitating the exchange of information, ideas, and proposals in telecommunications and ICT while fostering collaboration on key initiatives. A top priority is the BELLA II project, which aims to enhance RedCLARA’s digital infrastructure and strengthen connectivity between Latin America, the Caribbean, and Europe through advanced technologies.

As a leading force in developing advanced networks across Latin America, RedCLARA is spearheading the BELLA II project, co-financed by the European Union. This initiative is designed to bridge connectivity gaps, expand submarine cable networks, reinforce national and international academic infrastructures, and establish strategic partnerships that position the region as a key player in the global digital ecosystem.

Luis Eliécer Cadenas, RedCLARA’s Executive Director, emphasized that the Memorandum of Understanding signed today marks the beginning of a closer collaboration between the two institutions, with the aim of strengthening Peru’s connection to RedCLARA and its digital ecosystem supporting science, education, and innovation. He also highlighted that direct connectivity with Europe not only expands opportunities for cooperation but also facilitates access to Europe’s vast research and educational capacities.
